iframes not printing when selecting part of a page

Issue description

Branching from  bug 732780  (where we discovered this caused a crash with plznavigate, but is broken with both).


repro:
(1) Visit www.phrases.org.uk/meanings/proverbs.html
(2) Select the same area as in the video in order to select at least the ads (iframe).
(3) Right click > Print...

Lei found this regressed in r414879.

This is probably low priority, since we haven't noticed it was broken for 10 months. Probably most times this happens the iframe is an ad.

I haven't looked into why r414879 caused this to fail. Off the top of my head, the PrintWebViewHelper (really should be renamed to PrintWebFrameHelper someday) that is generating the PDF for printing does not use any extension functionality. Will need to look into it.

BTW, one can make much nicer webpages for testing, rather than using the one listed above with ads.

We usually use http://csreis.github.io/tests/, which has a bunch of different test pages with same site and cross-site iframes. Feel free to use those.
