Unify ARC/Chrome app tooltip and titles in launcher.

Currently ARC apps don't have titles but have tooltips, and chrome apps have titles but don't have tooltips.

Details in the spec.

I believe this is obsolete, I can't tell any difference between ARC++ and non-ARC++ apps on my device (e.g. install Chrome from play store)

Please reopen if you have additional info.
