Support for apple touch icons when creating app shortcuts shouldn't require bookmark apps

The use of these types of shortcuts is gated on bookmark apps being enabled. There is no reason to have it gated in this way.

For background, bookmark apps are enabled by default everywhere except Mac.

Enable apple touch icons to be used with bookmark apps disabled.

There is no reason to restrict use of these icons when bookmark
apps are disabled.
