Google logo on chrome://welcome page, appears chopped and flickers on pressing Tab key.

Chrome Version : 61.0.3138.0 (Official Build) d2d3a3975e9c7f3c5c62ef0ecad2683332894600-refs/heads/master@{#481386} 32/64-bit
OS: Windows(7,8,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://welcome page.
2. Reload the page again and immediately hit Tab key.
3. Observe the Google spinning logo.

Actual : Google logo on chrome://welcome page appears chopped and flickers on pressing Tab key.

Expected : Google logo should not be seen chopped and it should not flicker on pressing Tab key.

This is a Non-Regression issue seen from M-55 build #55.0.2861.0 , since the chrome://welcome page was introduced from this build.

can not reproduce flickering, but chopping is still there: https://bugs.chromium.org/p/chromium/issues/detail?id=805293#c10
