Fetch new suggestions when the chrome tab is switched

Clear the contextual suggestions when the user navigates to a different tab. The context will change and new suggestions will need to be fetched in the bottom sheet.

This was fixed in the following CL:

https://chromium-review.googlesource.com/c/570427/

The solution here is that when the bottom sheet is pulled up, we check if the current URL is different from the last URL that the carousel generated suggestions for. If it is different, we request suggestions for the current URL.
