Regression: Default cursor is not present in Source map URL text field of Dev tools.

Issue description

Version: 61.0.3138.0 d2d3a3975e9c7f3c5c62ef0ecad2683332894600-refs/heads/master@{#481386}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window abd press ctrl+P to open file overlay
(2) Select any .js file, right click on text and select Add source map option.
(3) Observe default cursor in Source map URL text field.

Actual: Default cursor is not present in Source map URL text field.

Expected: Default cursor should be present in Source map URL text field.

This is a regression issue, broken in 'M-60', will soon update the other info:

Good Build: 60.0.3100.0
Bad Build: 60.0.3102.0

You are probably looking for a change made after 471877 (known good), but no later than 471878 (first known bad).
