"postprocess_for_goma.upload_log" is flaky

Issue description

"postprocess_for_goma.upload_log" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

recent failures are all from windows, and I believe this is the same issue as  Issue 735843 .

postprocess_for_goma is the parent task of postprocess_for_goma.upload_log.
 Issue 735843  is for postprocess_for_goma, and this issue is for postprocess_for_goma.upload_log.
When postprocess_for_goma.upload_log fails, postprocess_for_goma will also fail.

I believe this has been fixed, too.
