Regression: Clicking back after direct navigation to a supbage shows no animation.

Issue descriptionChrome Version: 61.0.3138.0 Revision d2d3a3975e9c7f3c5c62ef0ecad2683332894600-refs/heads/master@{#481386} OS: Windows(7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, open NTP, right click on omnibox and click on 'Edit search engines' option. (2) (Opened chrome://settings/searchEngines page) click on back arrow button of overlay and observe. Actual: Weird behavior is seen after clicking on back arrow button i.e. closing of Manage search engine overlay is not smooth. Expected: Search engine overlay should close properly after clicking on back button. This is a regression issue, broken in 'M-61', will soon update the other info: Good Build: 61.0.3116.0 Bad Build: 61.0.3117.0

We've been thinking about re-designing our animations from a slide to a fade-in/out. Will keep this bug in mind, but until then demoting its priority.

When visiting a subpage directly via the addresss bar, and then clicking "back", there in so subpage fade-out animation. Rephrasing title to be more generic.
