Regression: Reload spinner icon is seen missing in tab strip on reloading any page

Issue description

Chrome Version: 61.0.3138.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and reload any page >> Observe for spinner icon on tabstrip while page relaods

Expected: Relaod throbber icon should be seen on tabstrip when page reloads.
Actual: Instead throbber icon is seen missing

This is a regression issue broken in M61. Will provide other info soon.

Issue is not seen on Mac OS 10.12.5 on the latest canary(61.0.3138.0), specific to Windows and Mac.

Just to update, this seems to be fixed and working as intended on the latest canary(61.0.3147.0).

Removing the blocker label as this seems to be working fine on the latest. Probably fixed by revert of the suspected CL in  https://chromium.googlesource.com/chromium/src/+/486f3ed63d1ce98f71b5ca391d0762e3f1425e2d.

Keeping this open to see if this is resolved once the reverted CL is landed.
