Regression : Text goes out of tool tip area in chrome://md-settings/passwords.

Issue descriptionVersion: 61.0.3138.0 d2d3a3975e9c7f3c5c62ef0ecad2683332894600-refs/heads/master@{#481386} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/passwords 2. Now drag 'password.google.com' url to firstly in 'Search password' text field and then 'Search settings' text field,observe text inside tool tip. Actual: Text goes out of tool tip area Expected: Text should appear properly inside tool tip. This is regression issue, broken in ‘M 54’ and will soon update other info : Good build:54.0.2836.0 Bad build: 54.0.2837.0

You are probably looking for a change made after 413519 (known good), but no later than 413520 (first known bad).
