Scheme coloring does not match Clank in incognito mode

Chrome Version: 61.0.3137.0

What steps will reproduce the problem?
(1) Visit https://google.com in incognito mode.
(2) Begin VR mode.

What is the expected result?
Scheme coloring matches Clank; scheme is deemphasized, www.google.com is emphasized.

What happens instead?
Scheme is emphasized in VR mode.

Since we need to improve the visibility of the dangerous https strike-through while incognito, lets fix the color before asking for guidance.

According to pkasting@, the coloring is better as-is.  Closing this bug, in lieu of crbug/735759, which more generally tracks making non-secure HTTPS more visible.
