This is a sheriff task.

I'm turning off the builder on the waterfall. dgarrett@, would you like the rowan  configs to remain in chromeos_config.py ? Sometimes builds can be used in the lab. If absolutely no one is going to use any rowan-related configuration, I will go ahead and remove it from the chromeos_config.py file too.

If the board continues to exist in Golden Eye, it's okay to leave the configs around. If it is not in GE, we should remove the configs.

I never got around to passing this task to the next sheriff. Sending it to the next sheriff (9/11 - 9/17).
