almost never makes a secure connection on the first try, been about a month now

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. click a link
2. 
3. 

What is the expected behavior?
it should go to the secure site on the first try not the second or third

What went wrong?
90% of the time it says the site is unsecure , then you hit refresh and everything is ok, sometimes takes 3 trys.  These are real sites like fidelity.com 

Did this work before? Yes dont know, about a month ago

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

Unable to reproduce the issue I see that "fidelity.com " is showing as secured site, please find the attached screenshot from Chrome 59.0.3071.109 and this is similar behavior on Windows 7, 10, Mac and Linux.

Could you please update Chrome to version 59, disable the antivirus if any and try again to open the page in the incognito mode? Does the problem still exist after that?

If the problem still exists, please collect the net-internals log while connecting to the URL that causes the issue and attach the log to the bug? The instructions how to do that can be found here: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details
