[DevTools] [FileSystem] No option to clear File System in "Clear Storage" tab under Application

File System is being deprecated, but since it's still usable and  issue 729772  will show the quota contribution, adding an option to clear it would be good to have.

We pushed back initially as we were hoping to remove the API entirely, but we're now thinking about recycling the functionality with a new API soon.

So yes, we should do this.
