Ripple effect is inconsistent

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
1. Click on a nav button with a ripple effect

What is the expected behavior?
The ripple should fill the container

What went wrong?
On clicking a nav button (e.g. back) the ripple does not fill its container as the bookmark buttons do, but instead they morph into a circle shape.

A worse instance is clicking on the overflow menu (three dots) - the ripple will morph from a square, to a circle, and back to a square again. Apparently this pattern was created by the material team which is quite surprising, but one major difference at least is that the animation is eased (looks like ease-out-in). Currently it is a linear animation.

Did this work before? Yes 

Chrome version: 59.0.3071.104  Channel: n/a
OS Version: 4.11.5-1-ARCH
Flash Version: 

I think even to have the option of having regular input feedback instead like in MacOS would at least let users choose which animation style they prefer -- the code is already there for normal animations.

Able to reproduce the issue using latest stable #59.0.3071.109 on Win 10 and Linux Ubuntu 14.04.

Observing the same behavior since M53 as it's a new material design Introduced in M53. Hence considering this issue as Non-Regression issue. Untriaged the issue so that it get's addressed.

Note: 
1. Issue is seen in M61 as well.
2. This behavior is not observed in Mac 10.12.4 with the same version.

Can you clarify which UI does this refer to? Ripple in the web contents (Settings,Downloads,History)? Or outside the web contents?
Not the web content, this issue is for the native components. I can identify the top bar buttons - Back, Forward, Overflow menu, and Extension buttons. Also in the downloads bar which appears at the bottom, the chevron icon that points up on each download entry after clicking on it.
