Steps to reproduce the problem:
1. Open http://lelouch.ru/dev/elz/tpl/forms/bug.html
2. The bug is on page. On the middle button. It has no border, but it should be there

What went wrong?
There is no border on middle button, but it should be. If you will zoom to 125% and more it will be fine. It happens only if button has rgba border-color. Hex border color works fine.

Also if I set on this bugged button border-left or border-right or both as 1px or more, the bug will dissapear

Did this work before? Yes Don't know. I think that was chrome 58 or 57. This bug happened recently

I'm sorry that I can't give you clear example of this bug, but please check this out. It worked on old version 58 or 57. I do not remember exactly. Thank you
