<select> options display outside of window and below windows task bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Go to this fiddle: https://jsfiddle.net/nLr6bt0y/
2. Ensure the chrome window maximized on the screen
3. Ensure the select drop down is as close as possible to the bottom of the window
4. Click the select

What is the expected behavior?
The select will pop upwards.

What went wrong?
The select drop down appears out of the browser window and below the windows task bar.

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: 10.0
Flash Version: 

Note:

Adding a 7th option to the select will render it upwards in this case. (correct behavior)

Tested this issue using reproted version #58.0.3029.110 and latest stable #59.0.3071.109 on Win 10. Unable to reproduce the issue as per the steps mentioned in original comment.

@reporter: Could you please find the attched screen cast and let us know if we missed any steps from our end. That would help us in further triaging of the issue.

Ah, could you retry the fiddle, but only with 6 items in it? (Updated steps below)

Steps to reproduce the problem:
1. Go to this fiddle: https://jsfiddle.net/nLr6bt0y/
2. Ensure there are only 6 items in the select
3. Ensure the select drop down is as close as possible to the bottom of the window
4. Ensure the chrome is not maximized, but there is enough room for the select if it was to pop upwards.
5. Click the select

What is the expected behavior?
The select will pop upwards to stay in the bounds of the browser window.

What went wrong?
The select drop down appears out of the browser window.

I think the problem with the windows task bar is just expected behavior in windows, thus I would like to center this ticket around the select poping out of the browser window.

Retested this issue using reproted version #58.0.3029.110 and latest stable #59.0.3071.109 on Win 10 and the drop down is seen apperaing upwards only by following below steps.

1. Naviated to https://jsfiddle.net/nLr6bt0y/
2. selected the drop down is as close as possible to the bottom of the window
3. Ensured the chrome is not maximized
4. clicked on select.

@reporter: Could you please find the attched screen cast and let us know your observations, if possible please upgrade your chrome to the laetst version and check if you still face the issue?

Able to reproduce the issue using latest stable #59.0.3071.109 on Win 10, Mac 10.12.4 and Linux Ubuntu 14.04 as well.

This seems to be a Non-Regression issue as the same beavior is seen since M30. Hence untriaged so that it get's addressed.

Please find the below screen cast for the reference.

Note: 
1. Issue is seen in M61 as well
2. Removing bisect label as it is a Non-Regression issue.
