CQ master incorrectly marked run failed because "Detected that the build failed purely due to HW Test Lab failure"

- There was only one CL
- It was verified via a partial passing set of builders.
- **No builders failed**
- Finally, CQ master failed claiming:

09:22:07: INFO: Found failed tests: set([]) 
09:22:07: WARNING: Detected that the build failed purely due to HW Test Lab failure(s). Will not reject any changes


Doesn't really affect the ability of the CQ to submit stuff. Does affect its ability to reject known bad CLs.

When there's no failed build or failure message (like self-destruction on a "success" CQ), CQ will think it's a pure lab failure.

Do not classify empty |messages| into any category.

When triaging failure messages, empty |messages| list shouldn't be
calssified into any specific category.
