In Folder view re-enable the back button |

Issue descriptionWhen a folder is being viewed, re-enable the back button and swap it with the google logo. Currently there is no way to get back from a folder view without closing the launcher. Also make sure that swiping down from folder view to PEEKING, then back up to FULLSCREEN_ALL_APPS actually returns to the ALL_APPS page (set through the pagination model.) Needed for dogfood.

Steps to repro: 1. Go to fullscreen all apps launcher view. 2. Create a folder, open the folder view. 3. Unescapable view. 4. Go to peeking. 5. Click the all apps button 6. Folder view shows instead of all apps view.
