Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36 Steps to reproduce the problem: 1. change chrom to RTL: chrome://flags/#force-ui-direction OR change language 2. got to settings 3. see the switches What is the expected behavior? The switches should be mirrored What went wrong? The switches mirrored Did this work before? N/A Chrome version: 59.0.3071.104 Channel: stable OS Version: Flash Version: see the attachments

Tested the issue on Windows 7 , Mac os 10.12.5 and ubuntu 14.04 using chrome latest stable M59 #59.0.3071.109 and chrome canary M61 #61.0.3138.0 and issue is reproduced. Issue is seen from M48 , where md-settings with switches are available and earlier to M48 , there are no switches available in chrome://settings. Hence , this is a non-regression issue , marking it as untriaged for further inpust on this. Thanks!
