Wrong cursor position at extension popup with multiple displays with different DPI

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
1. Connect two displays with different DPI (or setup larger scale ratio for secondary display).
2. Open some extension popup (for example Dark Reader https://chrome.google.com/webstore/detail/dark-reader/eimadpbcbfnmbkopoojfekhnkhdbieeh ).
3. Try to click on some control.

What is the expected behavior?
Hovered elements are highlighted and react on click.

What went wrong?
Cursor seems to have some offset, wrong elements react on cursor position and are not highlighted when cursor is over them.

Did this work before? N/A

I assume the popup is being opened on the secondary display?

This seems like a dupe of 659642.
