Hi, looks like the change https://codereview.webrtc.org/2931873002 changes performance on android, rampup tests and 	receiver_time/screenshare_slides_lossy_limited

It also looks like these values have become considerably worse in the last few months, in a few large steps. Björn, do you know what's going on?
