Regression: [DevTools] Target drop-down arrow icon seems to blur under 'Memory' section.

Chrome Version: 61.0.3137.0 (Official Build) 59326d74274f028a233a2561f940a84675e0c967-refs/heads/master@{#481056} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' and go to 'Memory' section.
2. Now, observe the arrow icon of 'Target' drop-down list.

Arrow icon seems to be blur.
Arrow icon should seen properly.

Note: This issue is not seen on 'Mac' and 'Linux' OS.

This is a regression issue, broken in M-61 series, below is manual regression range.

Good build: 61.0.3122.0
Bad build:  61.0.3123.0

Using the per-revision bisect providing the bisect results,
Good build:61.0.3122.0(Revision:477124).
Bad build:61.0.3123.0(Revision:477506).

You are probably looking for a change made after 477159 (known good), but no later than 477160 (first known bad).

Thanks for the report.  There was an intended change to the dropdown arrow icon, and the 2x version still applies on higher res screens.
