Regression: Disabled 'Select an account' option in list gets selected via tap/touch on Add person overlay

Issue descriptionChrome Version: 61.0.3137.0 (Official Build) 59326d74274f028a233a2561f940a84675e0c967-refs/heads/master@{#481056}-32/64 bit OS: Windows 10 (Touch device) Steps: 1. Launch Chrome and sign in to Chrome with valid credential. 2. Open switch person overlay clicking on avtar icon, click on Add person 3. Now check 'Supervise ..' check-box and then select account from 'Select an account' drop-down 4. Again click on 'Select an account' drop-down, tap/touch on 'Select an account' option in list and observe Actual: 'Select an account' option in list gets selected via tap/touch even though it is in disable form Expected: 'Select an account' option in list should not get selected via tap/touch when it is in disable form This is a regression issue, broken in M-61, below is bisect info Good build: 61.0.3136.0 Bad build: 61.0.3137.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/18697c83b41fc147f21b373a55da451f0fd44117..90583d6422c0c059b8c25845a49c51046b605fe2?pretty=fuller&n=100 Suspecting: r480904 ? Please help to re-assign if your change is not the cause for this issue Note:This is touch device specific issue, same works fine via mouse click.

This appears to be a broader (blink?) bug: a disabled select-menu item can still be selected on touch devices. minimum repro: https://jsfiddle.net/vwms01af/ Perhaps re-purpose the bug to be a blink bug?
