Issue descriptionThis seems to be a new Chrome roll (https://chromium.googlesource.com/external/webrtc/+/d3d8702bcf8cb263dbda758cd7c00e123cdba791) affecting some performance tests. Some are up, others are down. peah@, please, take a look at the APM metrics and see if it is ok.

These are all android bots, and the Chrome blame range contains - android: switch from gcc to clang. (https://chromium.googlesource.com/chromium/src/+/f823f843f06636feb082521d76c282a16fe2d577) So, this is most likely an effect of swapping compilers. Sad though that we seem to lose performance more than we gain.
