Regression: Focus shifts at the top of the page after pressing TAB on chrome://settings.

Issue descriptionChrome Version: 60.0.3112.40 (Official Build) (cohort: 59_104_Win)6de35395b27b983b671c777caa9a273017e80d62-refs/branch-heads/3112@{#412} (32/64-bit) OS: Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.3, 10.11.6). Steps to reproduce: 1) Launch chrome, go to chrome://settings, Go to Main menu list and click on 'Password and forms' option under Advanced section. 2) Press TAB Button and observe. Actual Result: Incorrect focus position is seen after pressing tab. Expected Result: Incorrect focus position should not be seen(Focus should be seen at Autofill Settings) after pressing tab. This is regression issue broken in M-59, and will soon update the bisect info. Manual Bisect Info: Good Build: 59.0.3063.0 Bad Build: 59.0.3064.0
