Regression:Only text continuation is seen when hangout chat window is resized |

Issue descriptionChrome Version:60.0.3112.40 OS: Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and Sign-in with any account (2)Open any Hang-out chat and pop-out (3)Drag the chat window to extreme left and observe the omnibox url. Expected:Some text and then text continuation(...) should be seen [Eg: htt...] Actual:Instead only text continuation(...) is seen This is a Regression issue seen from M-60 Manual Bisect Info: =================== Good Build:60.0.3074.0 Bad Build: 60.0.3075.0 NOTE: Issue is not seen in Windows

Able to reproduce the issue in Ubuntu 14.04 using chrome version #60.0.3112.40. Issue is not seen in OS-Mac. Thanks...!!

Able to repro on Ubuntu 14.04 using chrome latest Canary-61.0.3137.0.
