Regression : Unnecessarily Image is captured on clicking 'Enter' when tab focus is on 'Flip camera image horizontally' icon in chrome://md-settings

Issue description

Chrome Version: 6 60.0.3112.41/9592.29.0  beta channel Candy,Daisy, Quawks,Peppy & Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://md-settings/changePicture page 
(2)Click on 'Take a photo' option-> Press 'Tab' button until focus reaches to 'Flip camera image horizontally' icon
(3)Now Click on 'Enter' button and observe Image is captured (Please refer Video)

Expected: On clicking 'Enter' when focus is on  'Flip camera image horizontally' icon  view should be changed
Actual: Instead Image is captured

This is Regression Issue as same is working fine in chrome://settings page. 

@stevenjb : Please confirm the Issue

Note:
1.Issue is seen in latest M-61 also
2.Issue is not applicable to Linux,Windows OS
