Rendering artifact randomly appearing on scroll

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.109 Safari/537.36

Steps to reproduce the problem:
1. open attached file
2. watch the auto-scroll or just scroll it manually

What is the expected behavior?
the page should display 4 arrows.

What went wrong?
At some scrolls offset, the arrows are entirely/partially duplicate on the screen.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 59.0.3071.109  Channel: stable
OS Version: 10.0
Flash Version: 

This does not happens when hovering the arrows (no more opacity)
Adding a solid visible border fix this behavior (but there is a border)

This seems to be linked to the 'fixed' position of the container div, the big size of the containers and text and the opacity of the pseudo-element.

I couldn't reproduce on M-60 on Linux or Win 10. I'll try bisecting to see if this was an issue fixed since M-59.

I cannot reproduce on 59.0.3071.86 on linux, nor M-60 on Win 10.

Could you please try Chrome Canary to see if the problem persists? If so, does it depend on window size or DPI or anything like that?
On Version 59.0.3071.109 (official build) (64 bits) it shows the glitches when the window is not too small (> 300px), and regardless of the zoom.

However when in mobile emulation mode, it's working correctly.

I also tried on the same version on another computer with no issue.
Major difference is that it's using a NVIDIA graphic adapter (the glitched one is using a intel graphic adapter).


My tests on Canary with intel graphic also show the glitches:
Version 61.0.3137.0 (official build) canary (64 bits)
