Regression: Arrow icon of horizontal scroll bar does not work properly on 'Add language' overlay

Issue descriptionChrome Version: 60.0.3112.40 6de35395b27b983b671c777caa9a273017e80d62-refs/branch-heads/3112@{#412} OS: Windows(7,8,10) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings/appearance and change 'Font size' to Very Large 2. Go to chrome://settings/languages > Click on 'Add languages' 3. Scroll the 'Add languages' overlay slowly, till the first horizontal scroll bar is visible and observe Actual: Arrow icon of horizontal scroll bar does not work properly on 'Add language' overlay Expected: Arrow icon of horizontal scroll bar should work properly on 'Add language' overlay This is a regression issue broken in ‘M-60’, below is the Manual Regression range Good build: 60.0.3101.0 Bad build: 60.0.3102.0 Note: Issue is not observed on Mac and Linux

Because of this step, "change 'Font size' to Very Large" I'm changing the priority of this bug to 3. If it will repro without that step, please move it back to pri-2.
