Regression: Arrow icon of horizontal scroll bar does not work properly on 'Add language' overlay

Chrome Version: 60.0.3112.40 6de35395b27b983b671c777caa9a273017e80d62-refs/branch-heads/3112@{#412}
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/appearance and change 'Font size' to Very Large
2. Go to chrome://settings/languages > Click on 'Add languages'
3. Scroll the 'Add languages' overlay slowly, till the first horizontal scroll bar is visible and observe

Actual: Arrow icon of horizontal scroll bar does not work properly on 'Add language' overlay
Expected: Arrow icon of horizontal scroll bar should work properly on 'Add language' overlay

This is a regression issue broken in ‘M-60’, below is the Manual Regression range
Good build: 60.0.3101.0
Bad build: 60.0.3102.0 

Note: Issue is not observed on Mac and Linux

Able to reproduce the issue on Windows 7 Using chrome latest Canary-61.0.3137.0 as per comment#0.
Manual Bisect:
-------------
Good build: 60.0.3101.0-Revision-471958
Bad build: 60.0.3102.0 -Revision-472262

As we cant run above range with new bisect script, provided below with old script.

Because of this step, "change 'Font size' to Very Large" I'm changing the priority of this bug to 3. If it will repro without that step, please move it back to pri-2.
