Prerender doesn't work on desktop and mobile

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.109 Safari/537.36

Steps to reproduce the problem:
1. Visit above address

What is the expected behavior?
Chrome should prerender pages

What went wrong?
Chrome does not prerender pages

Did this work before? Yes 

Chrome version: 59.0.3071.109  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Last time this happened we found cause was that disabling 3rd parties cookies blocked prerendering. Since then I allowed 3rd P cookies, and it fixed. Now, it doesn't work anymore again. And same with Android, btw.

It's deprecated now in favor of the "extended prefetch".
