Issue descriptionChrome Version: 61.0.3137.0 OS: Ubuntu 14.04, win 7 What steps will reproduce the problem? (1)Launch chrome >> Go to chrome://settings/ >> Press F12 to view dev tools (2)Go to performance tab, start and stop the recording then press tab key and observe the focus Expected The Focus should be on reload button Actual The Focus is on Main menu settings This is a regression issue broken in M61. =============================== Manual Bisect info: Good build: 61.0.3130.0(479232) Bad build: 61.0.3131.0(479564)
