Issue descriptionChrome Version : 61.0.3137.0 (Official Build) 59326d74274f028a233a2561f940a84675e0c967-refs/heads/master@{#481056} 32/64 bit OS : Windows(7,8,10), Mac(10.11.6, 10.12.3) Test URL : https://msu.edu/~urban/sme865/resources/embedded_pdf.html What steps will reproduce the problem? 1. Launch chrome and navigate to above test URL. 2. Scroll down the page and observe the PDF title in toolbar. Actual : Title of PDF file is missing from toolbar, instead "untitled" text is seen. Expected : Toolbar should show complete title of a PDF file. This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info. Good build : 61.0.3135.0 Bad build : 61.0.3136.0 Note : Will soon update Linux OS info.

Using the per-revision bisect providing the bisect results, Good build: 61.0.3135.0 (Revision: 480321). Bad build : 61.0.3136.0 (Revision: 480665). You are probably looking for a change made after 480609 (known good), but no later than 480610 (first known bad). Confirmed it was my CL. Rolling back.

The pdf in question is https://msu.edu/~urban/sme865/resources/sme_865_dreamweaver_intro.pdf The Title metadata field of that pdf has the value "untitled", that's why my CL changed the behavior. Previously it was not able to read the metadata and was falling back to the file name.
