Ctrl+Shift+N is not opening the incognito and also Atl+F4 is not closing the browser if you follow these steps

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.109 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome, Open multiple websites, now open a incognito window using ctrl+shift+N, it will work, now open 2 tabs there also.
2. Sign in into Skype Application web.
3. Now keep the skype in foreground, now minimize the skype
4. Chrome Main window is in foreground just behind the incognito.
5. Close the incognito, now the focus should be on main chrome, and use ctrl+shift+N to open a new incognito again or to close use Atl+F4,
6. Focus is not redirecting to the main chrome when we close the incognito after minimizing the skype, until you have not clicked on Main chrome.
7. Facing this on Window 7.

What is the expected behavior?
Focus should comes to chrome just after closing the incognito , no matter skype is closed before the incognito

What went wrong?
ctrl+shift+N and Atl+F4 is not working on Primary Chrome Browser

Atl+F4 will open the shut down option of windows because the focus was not on chrome

Tested the issue on windows 10 & 7 using chrome latest stable M59 #59.0.3071.109 and followed below steps to reproduce :

1. Lauched chrome and browsed few websites and opened incognito window on ctrl+shift+N.
2. browsed few sites in incognito window and switched to main window.
3. Opened skype in main window and tried to login and minimized only skype in new window.
4. Closed incognito window and opened new one on ctrl+shift+N and closed using Atl+F4.
5. Main chrome window is focused.

@umangstm-- Could you please check attached screencast and confirm us if we have missed any steps in reproducing the issue and please help us by providing the screencast of issue in .mp4 mode.
