At some point we should clarify the status of FRE. Right now we upload a set of keys initially (because we can't tell the type of enrollment before it has happened) but later don't update them anymore. We should change this either way, uploading keys on a regular schedule (and enabling FRE on the server) or uploading nothing. Uploading keys during enrollment without ever using them isn't great.
