Assign unique whitelisted ID for desktop_capture extenstion sample

It's required recently that any extension loaded from a directory as an unpacked extension in chrome://extensions must be whitelisted with a unique whitelisted ID.

For test convenience, add the key to chromium source.

Desktop_capture sample: assign whitelisted ID.

It's required recently that any extension loaded from a directory
as an unpacked extension in chrome://extensions must be whitelisted
with a unique whitelisted ID. Otherwise it will be blocked from being
installed.
