Crash reports aren't getting uploaded to crash server on Windows 10 on latest Chrome stable

Chrome Version: 59.0.3071.104
OS: Windows 10

What steps will reproduce the problem?
(1) Install and launch Chrome 
(2) Navigate to about://settings and "about://crashes" and make sure crashes aren't diabled.
(3) force a renderer crash or browser crash 
(4) Visit "about://crashes"

What is the expected result?
Should see something like this :
Uploaded Crash Report ID 787e1c1e40000000 (Local Crash ID: 783e522b-a603-4b81-a261-5c7e804c5edf)
Crash report captured on Tuesday, June 20, 2017 at 2:56:06 PM, uploaded on Tuesday, June 20, 2017 at 2:56:09 PM


What happens instead?
crash isn't getting uploaded to crash server :
Local Crash ID 690a911b-1c89-4ecc-9efd-988f2852ca68 
Crash report captured on Tuesday, June 20, 2017 at 1:08:03 PM was not uploaded

I'm not able to reproduce. I just updated from 58 to 59 on Win 10, and I got

59.0.3071.109 (Official Build) (64-bit) (cohort: 59_104_Win)

so slightly different version, but I don't know of any changes that would cause uploads to differ here.

Is it possible your uploads are getting throttled?
