[MD settings]: Sync custom passphrase field is autofilled with old passphrase after sync reset.

Issue description

ENVIRONMENT and STATS
Chrome version: 61.0.3135.4 
OS: All desktop

REPRO STEPS
1. Sign in to Chrome.
2. In sync settings set a custom passphrase, save and go back.
3. Open https://www.google.com/settings/chrome/sync?hl=en-US in a new tab and reset sync
4. Open the settings tab and wait until the user is signed out.
5. Sign in to chrome again.
6. Go to encryption settings and select "Encrypt synced data with your own sync passphrase" option

ACTUAL RESULTS
Previously entered passphrase in step 2 is auto filled

EXPECTED RESULTS
Passphrase fields are not auto filled with old passphrase.

We should probably fix this if it is still happening. However, testing on OSX M63, I cannot repro. Naveen, is still reproing for you?
