choppy videos with facebook in fullscreen with chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. checked it on chrome canary and it's work fine.

play video well in full screen

choppy video on full screen

Tested this issue using latest Stable #59.0.3071.115 and reported version #58.0.3029.110 on Windows 10. Unable to reproduce the issue as per the steps mentioned below.

1.Logged in to https://www.facebook.com/
2.Tried to play a video in fullscreen and Observed that video is played well in full screen without getting chopped

I've checked with google chrome canary and it's work fine. How can i cast
my screen, with which program?

Tested on Chrome Stable #59.0.30171.115 and Canary #61.0.3147.0 on Windows 10 and issue is reproducible. 
 
@nirtal83 -- Could you please install latest version of Chrome and let us know if the issue still persists. Screencast can be done by installing the softwares like Screencast-o-matic for Windows and Quick Time Player for MacOS.
