This doesn't look related to issue 733823 , I see this issue seen on Good build (60.0.3074.0) as well. Will bisect and provide more info.

Are there any special repro steps required here? Both pages seem to work fine for me (aside from seemingly unrelated crbug.com/736826 and crbug.com/692729). Does this reproduce in chromium or only webview? Does this reproduce on other android devices?
