Mouse clicks in editable text move insertion point to wrong location on Android

Issue description

Chrome Version: 58.0.3029.83 (Official Build), 61.0.3137.0 (Developer Build)
OS: Android N

What steps will reproduce the problem?
(1) Connect a Bluetooth mouse to an Android device (I discovered this on a Nexus 6P)
(2) Go to editpad.org
(3) Type about five lines of text
(4) Try clicking near the upper left of the text box

What is the expected result?

The insertion point should be moved to the location of the click.

What happens instead?

The insertion point appears several lines lower (roughly the height of the URL bar).

Actually, I suspect this has nothing to do with selection, probably this is in the Java-side View system hit testing.
I may not have translated coordinates as expected for mouse events in one of the refactoring CLs. I don't have a right cable or wireless mouse but I can take a look once I get a mouse hooked up to a phone.
