Software Compositing on Mac causes flickering

Issue description

On certain sites (ign.com for instance), passing --disable-gpu leads to a large amount of flickering while scrolling (see attached video).

I can only repro this on Mac so far, but that may just be a factor of the high-resolution creating extra raster work and stressing our system more.

I can repro quite a ways back (at least M54), not sure if this is related to  crbug.com/734058 , which is new, but might just be a timing change aggravating this existing issue.

ccameron@, are there things about the Mac software compositing path that might lead to issues not seen on other platforms? Or is this likely a cross-platform issue that just repros here due to high-dpi causing extra work.

I think that this was fixed by r469876 over in  issue 650484 . Marking as a dupe (now that the software-mode-not-clearing issue is fixed, too, which I thought may have been related).
