VR: UiElement for bluetooth_connected indicator

- Bluetooth icon is moved from ash resources to components/vector_icons
- Bluetooth connected element is added to vr_shell ui_elements.

Show bluetooth-connected indicator when browsing in VR

The indicator is shown if one(or more) web contents are connected to
bluetooth devices.
