iOS Cronet: network_cache_thread_ not used. |

Issue descriptionI just noticed that network_cache_thread_ in cronet_environment is created and started, but never used, which seems like a waste of resources. (I'm also not sure that both file and file_user_blocking threads are really needed, but that's another matter entirely).

In the current version of CronetEnvironment class, there are only |file_thread_| and |network_io_thread_|, which are used for prefs persisting on disk and as the main network thread respectively. I think we can close this issue as obsolete. |
