Issue description- Move logs out of var/log/messages into separate file - Make sure logs get uploaded with feedback - See platform2/init/rsyslog.chromeos for an example how shill does it.

ERR and higher levels are still logged to /var/log/messages for visibility and context. Rotates logs and uploads the last 50k of the current log file. As verified in M61.0.3163.72:9765.49.0 beta peppy/reks, authpolicy logs are sent to /var/log/autopolicy.log while error logs remain in /var/log/messages. |
