Email-only address should not show up in shipping options

Issue description

Chrome Version       : 61.0.3136.0
OS Version: OS X 10.12.5
URLs (if applicable) : https://rsolomakhin.github.io/pr/single/

What steps will reproduce the problem?
1. Add an email-only address in chrome://settings/autofill. 
2. Open https://rsolomakhin.github.io/pr/single/.
3. Click "Buy" on the page.
4. View the list of available shipping options.

What is the expected result?
The e-mail only address should be absent.

What happens instead of that?
The list contains one address without any labels except "More information is required." Opening this address shows no fields filled in.
