[OffscreenCanvas] placeholder canvas content layers think they draw content

We need to call SetDrawContent(false) on layers that are backed by CanvasSurfaceLayerBridge, since their content is filled-in through OffscreenCanvas commit, and not via compositing update.

Fixing this should slightly optimize the compositing update
