Specified download file names for data URIs in anchors being ignored

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3128.0 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Craft an anchor with a `data:` uri as the href attribute 2. Specify a file name under the download attribute 3. Attempt to download the file What is the expected behavior? Your file is named as specified in the download attribute What went wrong? It's instead named "download" with no extension Did this work before? Yes Last explicitly tested ~ M56 Chrome version: 61.0.3128.0 Channel: dev OS Version: 10.0 Flash Version: Shockwave Flash 26.0 r0 This might only be true for some extensions -- it seems "html" works OK?

It was fixed in 61.0.3129.0, see issue 730050 . Dev channel is now at 61.0.3135.4, try forcing an update on chrome://settings/help

In case the help page update doesn't work, another method of forcing an update is to run the web installer from your channel, which is guaranteed to use the newest version: https://www.chromium.org/getting-involved/dev-channel
