when page is zoomed, scrolling is broken

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3128.0 Safari/537.36 Example URL: mosts sites I've used, even https://chromiumbugs.appspot.com/ Steps to reproduce the problem: 1. zoom a site like https://chromiumbugs.appspot.com/ 2. try to scroll down with trackpad 3. What is the expected behavior? for the page to keep on scrolling What went wrong? it freaks and tries to reset placement back to where you were when zoomed Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes previous Does this work in other browsers? dont see any flags on chrome for mac with that description i've listed above the current active flags to help trace it
