What steps will reproduce the problem?
(1) Navigate to chrome://help-frame 
(2) Observe the error page under chrome://help-frame

What is the expected result?
chrome://help-frame should be displayed without any error.

What happens instead?
Error message is displayed under chrome://help-frame

1.We navigate to this url to auto-update Chrome while doing System level install in Mac
2.Execute the command "sudo python mac_system_install.py -s 61.0.3135.4 -c dev" via terminal.
3.We are able to update chrome by navigating to 'chrome://settings/help' -- Click on 'Automatically update Chrome for all users '
